LỜI NÓI ĐẦU
Niên giám Thống kê là ấn phẩm được Cục Thống kê tỉnh Quảng Nam
biên soạn và xuất bản hàng năm, nội dung bao gồm những số liệu thống
kê cơ bản phản ánh thực trạng tình hình kinh tế - xã hội của tỉnh Quảng
Nam qua một số năm.
"Niên giám Thống kê tỉnh Quảng Nam 2020" bao gồm số liệu
chính thức các năm 2016, 2017, 2018, 2019 và số liệu sơ bộ năm 2020.
Các chỉ tiêu thống kê trong cuốn Niên giám được thu thập, tổng hợp, tính
tốn theo phạm vi, phương pháp thống nhất của ngành Thống kê hiện
nay. Một số chỉ tiêu thống kê tổng hợp được hiệu chỉnh theo số liệu của
Tổng cục Thống kê công bố cho các tỉnh, thành phố.

Statistical Yearbook is a publication which is annually compiled and
published by the Quảng Nam Statistics Office, including basic statistics
that generally reflects socio-economic situations of Quang Nam province
in some years.
"Quảng Nam Statistical Yearbook 2020" includes the official data
of the years 2016, 2017, 2018, 2019 and the preliminary data in 2020.
The data in the Yearbook were collected, processed, calculated
according to unified coverage, methodology throughout the Viet Nam
Statistical System. Some aggregate statistical indicators are adjusted
according to the data of the General Statistics Office announced for
provinces and cities.

NĂM 2020
Kinh tế - xã hội trên địa bàn tỉnh Quảng Nam năm 2020 diễn ra
trong bối cảnh nền kinh tế thế giới suy giảm nghiêm trọng, kinh tế cả
nƣớc nói chung và tỉnh Quảng Nam nói riêng chịu tác động hết sức nặng

nề của dịch bệnh Covid-19; bên cạnh đó dịch tả lợn Châu Phi, tình hình
thời tiết mƣa, bão phức tạp, sạt lở đất liên tục xảy ra… Các ngành, địa
phƣơng trên địa bàn tỉnh đã tập trung thực hiện đồng bộ, hiệu quả các
giải pháp vừa phòng chống dịch, đảm bảo sức khỏe ngƣời dân, vừa
phòng chống suy giảm kinh tế, nỗ lực phấn đấu cao nhất thực hiện các
mục tiêu, nhiệm vụ phát triển kinh tế - xã hội năm 2020.
So với mục tiêu Nghị quyết HĐND tỉnh đề ra về nhiệm vụ năm
2020, có 11/14 chỉ tiêu đạt và vƣợt kế hoạch1. Theo số liệu Tổng cục
Thống kê công bố, Tổng sản phẩm trên địa bàn năm 2020 chỉ đạt 94,5%2,
không đạt nhƣ kỳ vọng (KH: +7-7,3%), nhƣng trong bối cảnh tình hình
kinh tế thế giới và trong nƣớc chịu ảnh hƣởng nặng nề bởi dịch Covid-19
thì đây là kết quả đáng ghi nhận.
1. Tăng trƣởng kinh tế
Tổng sản phẩm trên địa bàn (GRDP) sơ bộ năm 2020 sụt giảm ở
mức gần 5,5% so với năm 2019, đây là lần đầu tiên kinh tế tỉnh Quảng
Nam tăng trƣởng âm kể từ khi tái lập tỉnh đến nay (năm 1997). Trong
mức sụt giảm của toàn nền kinh tế, khu vực dịch vụ giảm trên 8,1%,
chiếm 2,8 điểm phần trăm trong mức giảm chung; khu vực công nghiệp
và xây dựng giảm 3,3% (chiếm 1,1 điểm phần trăm); thuế sản phẩm trừ
trợ cấp sản phẩm giảm 10,2% (chiếm 2 điểm phần trăm); riêng khu vực
nông, lâm nghiệp và thủy sản ít chịu ảnh hƣởng của dịch bệnh Covid-19
nên đây là khu vực duy nhất có mức tăng trƣởng dƣơng (+3,6%).

Quy mô nền kinh tế Quảng Nam sơ bộ đến cuối năm 2020 đạt gần
94,7 nghìn tỷ đồng, thu hẹp hơn 4,2 nghìn tỷ đồng so với năm 2019,
trong đó quy mô khu vực thuế sản phẩm trừ trợ cấp sản phẩm thu hẹp
nhiều nhất với gần 2 nghìn tỷ đồng; khu vực dịch vụ (-1,8 nghìn tỷ
đồng); khu vực cơng nghiệp - xây dựng (-1,6 nghìn tỷ đồng); riêng khu
vực nơng, lâm nghiệp và thủy sản có xu hƣớng tăng lên (+1,1 nghìn tỷ
đồng). Cơ cấu kinh tế năm 2020, khu vực nông, lâm nghiệp và thủy sản
chiếm tỷ trọng 14,5%; khu vực công nghiệp - xây dựng chiếm 32,9%;
khu vực dịch vụ chiếm 34,7%; thuế sản phẩm trừ trợ cấp sản phẩm chiếm
17,9% (tƣơng ứng năm 2019: 12,7%; 33,1%; 35,1%; 19,1%).
2. Thu, chi ngân sách Nhà nƣớc và Bảo hiểm
Tình hình thực hiện thu ngân sách nhà nƣớc trong năm 2020 đạt
thấp so với dự toán, đặc biệt số thu nội địa chỉ đạt 88,4% so với dự toán
và giảm 4,5% so với cùng kỳ, nguyên nhân chủ yếu do tình hình sản xuất
kinh doanh của các doanh nghiệp, hộ kinh doanh bị tác động bởi đại dịch
Covid-19; hạn hán tiếp tục kéo dài, các nhà máy thủy điện không đủ
nƣớc phát điện theo công suất dẫn đến nộp ngân sách đạt thấp... Bên
cạnh đó, ảnh hƣởng do thực hiện các chính sách nhƣ: Nghị định số
41/2020/NĐ-CP ngày 08/4/2020 của Chính phủ về việc gia hạn thời hạn
nộp thuế và tiền thuê đất; các chính sách để tháo gỡ khó khăn cho sản
xuất kinh doanh theo Nghị quyết số 84/NQ-CP ngày 29/5/2020 của
Chính phủ; điều chỉnh mức giảm trừ gia cảnh của thuế thu nhập cá nhân
và áp dụng từ năm 2020 theo Nghị quyết số 954/2020/UBTVQH14 ngày
02/6/2020. Hầu hết các lĩnh vực thu, sắc thuế đều bị ảnh hƣởng, nhất là
thu từ khu vực có vốn đầu tƣ nƣớc ngồi; thu từ khu vực cơng thƣơng
ngồi quốc doanh; lệ phí trƣớc bạ; phí, lệ phí…
Tổng thu ngân sách Nhà nƣớc trên địa bàn năm 2020 đạt trên
37 nghìn tỷ đồng, tăng 02 nghìn tỷ đồng (+6,2%) so với năm 2019, trong

đó thu nội địa đạt trên 18 nghìn tỷ đồng, chiếm 48,8% tổng thu (-4,5%);
thu từ hoạt động xuất nhập khẩu đạt gần 4,6 nghìn tỷ đồng, chiếm 12,3%
(+38%); thu viện trợ đạt 21 tỷ đồng (-22,2%). Tổng chi ngân sách Nhà
nƣớc năm 2020 đạt gần 43,9 nghìn tỷ đồng, giảm 15,5% so với năm

2019, trong đó chi đầu tƣ phát triển đạt 7,5 nghìn tỷ đồng (+14,7%); chi
phát triển sự nghiệp kinh tế - xã hội, an ninh quốc phịng, quản lý hành
chính đạt 14,5 nghìn tỷ đồng (+3,5%).
Tổng số thu bảo hiểm năm 2020 đạt gần 4,3 nghìn tỷ đồng, tăng
2,7% so với năm 2019, trong đó: thu bảo hiểm xã hội đạt 2,6 nghìn tỷ
đồng, chiếm 60,8%, tăng 1,7%; thu bảo hiểm y tế đạt 1,5 nghìn tỷ đồng
(chiếm 34,9%; +4,4%); thu bảo hiểm thất nghiệp đạt 187 tỷ đồng (chiếm
4,4%; +2,8%). Tổng số chi bảo hiểm năm 2020 đạt gần 3,9 nghìn tỷ
đồng, tăng 6,3% so với năm 2019, trong đó: chi bảo hiểm xã hội đạt 2,1
nghìn tỷ đồng, chiếm 54,2%; chi bảo hiểm y tế đạt 1,5 nghìn tỷ đồng
(chiếm 39%); chi bảo hiểm thất nghiệp đạt 264 tỷ đồng (chiếm 6,8%).
3. Đầu tƣ và xây dựng
Tình hình thực hiện đầu tƣ - xây dựng trong năm 2020 cịn chậm,
ngun nhân chủ yếu do cơng tác giải phóng mặt bằng gặp nhiều khó
khăn; tình hình dịch bệnh Covid-19 ảnh hƣởng đến tiến độ thi công của
các dự án...
Tổng vốn đầu tƣ thực hiện toàn xã hội năm 2020 theo giá hiện hành
đạt 28,7 nghìn tỷ đồng, giảm trên 13% so với năm 2019, chiếm 30,4%
GRDP; trong đó vốn khu vực Nhà nƣớc đạt gần 7,9 nghìn tỷ đồng, chiếm
27,4% tổng vốn đầu tƣ thực hiện toàn xã hội, giảm 13% so với năm
2019; khu vực ngoài Nhà nƣớc đạt 13,3 nghìn tỷ đồng (chiếm 46,3%; 7,6%); khu vực có vốn đầu tƣ trực tiếp nƣớc ngồi đạt 7,5 nghìn tỷ đồng
(chiếm 26,3%; -21,4%).

Về thu hút đầu tƣ trực tiếp nƣớc ngồi: năm 2020 có 10 dự án cấp
phép mới với số vốn đăng ký đạt 36,7 triệu USD; tổng số dự án còn hiệu
lực trên địa bàn tỉnh tính đến cuối năm 2020 có 197 dự án với tổng vốn
đầu tƣ đăng ký đạt trên 5,8 tỷ USD.
4. Chỉ số giá và lạm phát
Chỉ số giá tiêu dùng (CPI) bình quân năm 2020 tăng so với năm
trƣớc do nhu cầu tiêu dùng các mặt hàng lƣơng thực, thực phẩm tăng

cao; nhu cầu sử dụng dịch vụ y tế và giáo dục tăng cũng góp phần làm
tăng CPI bình qn năm.
CPI bình quân năm 2020 tăng 3,05% so với năm 2019. Một số
nhóm có CPI bình qn tăng khá nhƣ: hàng ăn và dịch vụ ăn uống
(+8,76%); giáo dục (+2,6%); thuốc và dịch vụ y tế (+1,86%); hàng hóa
và dịch vụ khác (+1,82%). Một số nhóm hàng hóa có CPI bình qn
giảm nhƣ: giao thơng (-11,68%); bƣu chính viễn thơng (-0,86%); văn
hóa, giải trí và du lịch (-1,49%).
CPI tháng 12 năm 2020 giảm 0,23% so với cùng kỳ năm trƣớc.
Trong 11 nhóm hàng hóa và dịch vụ, có 04 nhóm hàng hóa có chỉ số tăng
so với cùng kỳ: nhóm hàng ăn và dịch vụ ăn uống (+2,84%); nhà ở và vật
liệu xây dựng (+1,39%); may mặc, mũ nón, giày dép (+1,45%); đồ uống
và thuốc lá (+0,32%). Một số nhóm hàng hóa giảm mạnh nhƣ: giao thơng
(-12,43%); văn hóa, giải trí và du lịch (-7,02%).
5. Đăng ký doanh nghiệp
Tình hình đăng ký doanh nghiệp năm 2020 chịu ảnh hƣởng từ
những tác động của đại dịch Covid-19 nên số thành lập mới chỉ đạt 1.287
doanh nghiệp, giảm 12,3% so với năm 2019; tổng vốn doanh nghiệp
đăng ký đạt trên 17 nghìn tỷ đồng, giảm 5,9%; bình quân vốn đăng ký

khoảng 13,3 tỷ đồng/doanh nghiệp.
Số doanh nghiệp gặp khó khăn phải rút lui khỏi thị trƣờng cho thấy
những thách thức của nền kinh tế đã và đang dần loại bỏ khỏi thị trƣờng
các doanh nghiệp yếu kém, không đủ sức tồn tại hoặc khơng kịp thay đổi
để thích nghi với điều kiện mới. Trong năm, số doanh nghiệp tạm ngừng
hoạt động 529 doanh nghiệp (+40,7%); 312 doanh nghiệp giải thể (-46%)
so với năm trƣớc.
Cấp mới Giấy chứng nhận đăng ký hoạt động cho 109 chi nhánh
(-21,6%) so với năm trƣớc; 302 địa điểm kinh doanh (-18,6%) và 20 văn
phòng đại diện (-60%). Bên cạnh đó, việc triển khai đăng ký kinh doanh
qua mạng đƣợc coi là bƣớc tiến lớn trong quá trình cải cách thủ tục hành
chính. Số lƣợng hồ sơ qua mạng tăng nhanh qua từng năm, trong năm

2020 đạt 3.047 hồ sơ, chiếm hơn 56% tổng hồ sơ tiếp nhận tại bộ phận
một cửa.
6. Kết quả sản xuất kinh doanh một số ngành, lĩnh vực
6.1. Nông, lâm nghiệp và thủy sản
Năm 2020, thời tiết trong tỉnh có nhiều bất lợi đã ảnh hƣởng đến
tình hình sản xuất nông nghiệp trên địa bàn; dịch tả lợn Châu Phi tái phát
trên diện rộng đã gây thiệt hại lớn cho ngƣời nuôi, tuy nhiên đến thời
điểm cuối năm đàn lợn đang dần phục hồi; lâm nghiệp đạt khá với hoạt
động trồng rừng, chăm sóc, quản lý, khoanh ni bảo vệ rừng đã đƣợc
triển khai, thực hiện một cách hợp lý; hoạt động thủy sản với các chính
sách hỗ trợ nhƣ cải hoán tàu thuyền tiếp tục đƣợc quan tâm triển khai
thực hiện, ngƣ dân mạnh dạn đầu tƣ nâng cấp, phát triển đội tàu đánh bắt
xa bờ, góp phần mở rộng ngƣ trƣờng khai thác nên sản lƣợng đạt khá.
Diện tích cây lƣơng thực có hạt đạt trên 95 nghìn ha, trong đó diện

tích gieo trồng lúa 83,5 nghìn ha, năng suất lúa cả năm 54,2 tạ/ha (+0,9
tạ/ha); sản lƣợng lƣơng thực có hạt cả năm đạt 508 nghìn tấn (+0,4%);
riêng sản lƣợng lúa đạt trên 452 nghìn tấn (-0,03%); đảm bảo lƣơng thực
bình qn đầu ngƣời 338kg/ngƣời/năm.
Chăn ni trâu, bị, gia cầm trong năm 2020 nhìn chung tƣơng đối
ổn định, khơng có dịch bệnh lớn xảy ra. Tổng đàn trâu đạt 59,3 nghìn
con, giảm 4% so với năm 2019; tổng đàn bị có trên 172 nghìn con
(+0,8%); tổng đàn gia cầm (gà, vịt, ngan, ngỗng) đạt gần 8,2 triệu con
(+2,6%). Sản lƣợng thịt bò hơi xuất chuồng tăng 0,7%; sản lƣợng thịt
trâu hơi xuất chuồng giảm 6,8%. Chăn nuôi lợn đang dần đƣợc phục hồi,
tổng đàn lợn ƣớc đạt gần 298 nghìn con (+35,6%; +78 nghìn con) so với
năm trƣớc.
Diện tích rừng trồng mới tập trung năm 2020 đạt trên 20 nghìn ha,
tăng 2,7% so với năm 2019, trong đó rừng sản xuất đạt 19,7 nghìn ha
(+4,1%). Sản lƣợng gỗ khai thác đạt trên 1.450 nghìn m3 (+9,3%).
Sản lƣợng thủy sản năm 2020 đạt 124,7 nghìn tấn, tăng 4,3% so với
năm 2019, trong đó sản lƣợng thủy sản ni trồng đạt gần 28,2 nghìn tấn,

tăng 2,9% so với năm trƣớc, sản lƣợng thủy sản khai thác đạt 96,5 nghìn
tấn (+4,7%).
6.2. Cơng nghiệp
Lĩnh vực cơng nghiệp chịu ảnh hƣởng nặng nề từ dịch Covid-19,
nhất là các doanh nghiệp ngành công nghiệp chế biến, chế tạo; nhiều
doanh nghiệp thiếu nguồn vốn kinh doanh, thiếu nguồn nguyên vật liệu
đầu vào nên chỉ hoạt động cầm chừng, không đẩy mạnh sản xuất theo kế
hoạch của đơn vị; các doanh nghiệp phải cắt giảm hoặc luôn phiên lao
động để duy trì hoạt động; một số sản phẩm sản xuất ra khơng tiêu thụ,

khơng xuất khẩu đƣợc, vì vậy có trƣờng hợp doanh nghiệp phải tạm
ngừng hoạt động hoặc chuyển đổi ngành nghề kinh doanh.
Chỉ số sản xuất toàn ngành công nghiệp năm 2020 giảm 7,9% so
với năm 2019, trong đó ngành khai khống (-17,9%), ngành cơng nghiệp
chế biến chế tạo (-10,2%), ngành sản xuất và phân phối điện (+27%),
ngành cung cấp nƣớc, xử lý nƣớc thải, rác thải (-5,6%).
Chỉ số tiêu thụ tồn ngành cơng nghiệp chế biến, chế tạo năm 2020
tăng 8,4% so với năm trƣớc. Một số nhóm ngành có chỉ số tiêu thụ tăng
nhƣ: sản xuất khác chƣa đƣợc phân vào đâu (+55,4%); sản xuất sản
phẩm từ plastic (+26,5%); sản xuất giƣờng, tủ, bàn, ghế (+17,6%); sản
xuất linh kiện điện tử (+3,9%); sản xuất xe có động cơ (+2,7%).
Chỉ số tồn kho tồn ngành cơng nghiệp chế biến, chế tạo tính đến
thời điểm cuối tháng 12/2020 tăng 28,2% so với cùng kỳ năm trƣớc. Một
số ngành có chỉ số tồn kho tăng mạnh so với cùng kỳ năm trƣớc nhƣ: sản
xuất đồ uống không cồn (+108,8%); sản xuất giày dép (+122,7%); cƣa,
xẻ, bào gỗ và bảo quản gỗ (+91,3%); sản xuất plastic và cao su tổng hợp
dạng nguyên sinh (+93,7%); sản xuất cấu kiện kim loại (+54,6%).
6.3. Thương mại, vận tải và du lịch
Hoạt động thƣơng mại, vận tải và du lịch đều chịu ảnh hƣởng bởi
dịch bệnh Covid-19. Đặc biệt, ngành du lịch chịu ảnh hƣởng rất nặng nề
với lƣợng khách tham quan, lƣu trú, nhất là khách quốc tế giảm mạnh;
hoạt động vận tải cũng gặp rất nhiều khó khăn trong năm 2020 do thực

hiện giãn cách xã hội, các dịch vụ liên quan đến vận tải nhƣ vận tải hành
khách, vận tải hàng hóa và dịch vụ kho bãi cũng chịu tác động khơng kém.
Tổng mức bán lẻ hàng hóa và doanh thu dịch vụ tiêu dùng năm
2020 ƣớc tính đạt 52,8 nghìn tỷ đồng, giảm 6,9% so với năm 2019. Xét

theo ngành kinh doanh, doanh thu bán lẻ hàng hóa ƣớc đạt trên
41,1 nghìn tỷ đồng, chiếm 77,9% tổng mức, tăng 6,2% so với năm trƣớc;
doanh thu dịch vụ lƣu trú, ăn uống đạt 6,2 nghìn tỷ đồng (chiếm 11,7%;
-47,3%); doanh thu du lịch lữ hành đạt 57 tỷ đồng (chiếm 0,1%; -77,6%);
doanh thu dịch vụ khác đạt gần 5,4 nghìn tỷ đồng (chiếm 10,2%; -9%).
Vận tải hành khách năm 2020 đạt gần 9,3 triệu lƣợt khách, giảm
56,7% so với năm trƣớc và 703 triệu lƣợt khách.km, giảm 55,7%. Vận tải
hàng hóa năm 2020 đạt gần 13,5 nghìn tấn, giảm 25,9% so với năm trƣớc
và 1.509 triệu tấn.km, giảm 18,2%.
Doanh thu dịch vụ lƣu trú và lữ hành đạt 787 tỷ đồng, giảm 75,5%
so với năm 2019. Tổng lƣợt khách do các cơ sở lƣu trú phục vụ năm
2020 đạt 613 nghìn lƣợt khách, giảm 70,6%, trong đó: khách du lịch nghỉ
qua đêm đạt 312 nghìn lƣợt khách (-65,3%); số lƣợt khách trong ngày đạt
301 nghìn lƣợt khách (-74,6%).
7. Một số vấn đề xã hội
7.1. Dân số, lao động và việc làm
Dân số trung bình năm 2020 của tỉnh có khoảng 1.505 nghìn ngƣời,
tăng 7.563 ngƣời, tƣơng đƣơng tăng 0,5% so với năm 2019, trong đó dân
số thành thị 396,2 nghìn ngƣời, chiếm 26,3% tổng dân số; dân số nơng
thơn 1.108,8 nghìn ngƣời, chiếm 73,7%; dân số nam 740,4 nghìn ngƣời,
chiếm 49,2%; dân số nữ 764,6 nghìn ngƣời, chiếm 50,8%.
Lực lƣợng lao động từ 15 tuổi trở lên của tỉnh năm 2020 đạt 891,2
nghìn ngƣời, giảm 05 nghìn ngƣời so với năm 2019. Lao động từ 15 tuổi
trở lên đang làm việc trong các ngành kinh tế đạt 859,7 nghìn ngƣời,
giảm trên 12 nghìn ngƣời so với năm trƣớc.

Tình hình lao động và việc làm trong năm 2020 chịu ảnh hƣởng bởi

dịch bệch Covid-19 nên tỷ lệ thất nghiệp, thiếu việc làm chung của cả
năm cao hơn năm 2019. Tỷ lệ thất nghiệp của lực lƣợng lao động trong
độ tuổi năm 2020 là 4,1% (năm 2019: 3,2%), trong đó khu vực thành thị
3,5%; khu vực nơng thơn 4,8%. Tỷ lệ thiếu việc làm của lực lƣợng lao
động trong độ tuổi năm 2020 là 4% (năm 2019: 0,94%), trong đó khu
vực thành thị 2,2%; khu vực nơng thơn 4,6%.
7.2. Đời sống dân cư
Đời sống dân cƣ năm 2020 trên địa bàn bị tác động bất lợi từ thiên
tai và dịch bệnh Covid-19, nhất là đối tƣợng ngƣời nghèo, cận nghèo, đối
tƣợng bảo trợ xã hội; nhiều doanh nghiệp, hộ kinh doanh, hợp tác xã phải
tạm dừng hoạt động, thu hẹp quy mô hoặc sản xuất cầm chừng làm gia
tăng thất nghiệp, mất việc làm trong ngắn hạn. Trƣớc tình hình trên
UBND tỉnh chỉ đạo các Sở, Ban, Ngành, địa phƣơng thực hiện quyết liệt,
chủ động phòng, chống dịch bệnh theo văn bản của Trung ƣơng. Đồng
thời đề ra giải pháp, chính sách hỗ trợ doanh nghiệp và ngƣời dân bị ảnh
hƣởng. Do đó tình hình đời sống dân cƣ trên địa bàn tỉnh cơ bản vẫn giữ
ổn định; công tác xố đói giảm nghèo đạt đƣợc kết quả khả quan; công
tác giải quyết việc làm, đời sống vật chất và tinh thần của ngƣời dân
đƣợc đảm bảo. Thu nhập bình quân đầu ngƣời một tháng của tỉnh đạt
3.555 nghìn đồng, tăng 11,4% (tƣơng ứng tăng 363 nghìn đồng) so với
năm 2019. Tỷ lệ hộ nghèo tiếp cận đa chiều năm 2020 là 5,23%, giảm
0,83 điểm phần trăm so với năm 2019, vƣợt chỉ tiêu giảm nghèo đề ra
năm 2020.
Thiệt hại do thiên tai trên địa bàn tỉnh năm 2020 chủ yếu là ảnh
hƣởng 06 đợt dông, lốc sét trên địa bàn các huyện Nam Trà My, Bắc Trà
My, Hiệp Đức, Đại Lộc, Điện Bàn gây thiệt hại một số tài sản của nhân
dân, làm chết 02 ngƣời; 01 trận động đất 2,8 độ Richte tại huyện Bắc Trà
My nhƣng không gây thiệt hại lớn; 03 đợt thiên tai do ảnh hƣởng của bão
số 5, bão số 6 và bão số 9 đã gây ra thiệt hại nặng nề về đời sống dân
sinh, sản xuất và cơ sở hạ tầng trên hầu hết các huyện. Tổng giá trị thiệt

hại ƣớc tính của 3 cơn bão gây ra khoảng hơn 10,8 nghìn tỷ đồng; làm
739 nhà bị sập và hơn 100 nghìn nhà bị hƣ hại; làm 42 ngƣời chết,
19 ngƣời mất tích và hơn 300 ngƣời bị thƣơng.
7.3. Trật tự và an tồn xã hội
Tình hình tai nạn giao thơng trong năm có nhiều chuyển biến tích
cực, giảm trên cả 3 tiêu chí do hiệu quả của Nghị định số 100/2019/NĐCP ngày 30/12/2019 của Chính phủ về quy định xử phạt vi phạm hành
chính trong lĩnh vực giao thông đƣờng bộ và đƣờng sắt.
Năm 2020, trên địa bàn tỉnh đã xảy ra 189 vụ tai nạn giao thông,
giảm 45 vụ so với năm trƣớc, trong đó: tai nạn giao thông đƣờng bộ xảy
ra 184 vụ (giảm 45 vụ); tai nạn giao thông đƣờng sắt 03 vụ (giảm 02 vụ);
đƣờng thủy nội địa 02 vụ (tăng 02 vụ). Số ngƣời chết do tai nạn giao
thông năm 2020 là 132 ngƣời, giảm 38 ngƣời so với năm trƣớc và số
ngƣời bị thƣơng do tai nạn giao thông 155 ngƣời, giảm 08 ngƣời.
Số vụ cháy nổ đã xảy ra trong năm 2020 là 80 vụ (tăng 57 vụ so với
năm trƣớc), làm 05 ngƣời chết và 02 ngƣời bị thƣơng, tổng thiệt hại ƣớc
tính gần 27 tỷ đồng, tăng 8,3 tỷ đồng so với năm trƣớc.
Nhìn chung trong năm qua, việc thực hiện các nhiệm vụ phát triển
kinh tế - xã hội, an ninh - quốc phòng trên địa bàn tỉnh diễn ra trong điều
kiện cịn nhiều khó khăn, thách thức... đã làm giảm sản lƣợng, chất
lƣợng, hiệu quả hoạt động sản xuất kinh doanh của hầu hết các lĩnh vực,
ảnh hƣởng trực tiếp đến kết quả thực hiện các chỉ tiêu kinh tế - xã hội
cũng nhƣ đời sống nhân dân. Tuy nhiên, với sự lãnh đạo, chỉ đạo kịp
thời, sâu sát của Tỉnh ủy, HĐND, UBND tỉnh; cùng với tinh thần trách
nhiệm cao của các cấp, các ngành; sự đồng lòng, quyết tâm của nhân dân
đã kịp thời khống chế đƣợc dịch bệnh, khôi phục hoạt động sản xuất kinh
doanh, an sinh xã hội đƣợc đảm bảo, đời sống nhân dân đƣợc quan tâm,

tình hình an ninh trật tự đƣợc giữ vững.

OVERVIEW ON SOCIO-ECONOMIC SITUATION
OF QUANG NAM PROVINCE 2020
The socio-economic situation in Quang Nam province 2020 takes
place in the context of a serious decline in the world economy, the
economy of the whole country in general and Quang Nam province in
particular have been heavily affected by the pandemic of Covid-19.
Besides, African swine fever, flood, storm and landslide constantly
occur... Departments and localities in the province have focused on
implementing synchronous and effective solutions to moderate pandemic
prevention and ensure people's health, while preventing economic
decline, making the best efforts to implement socio-economic
development goals and tasks in 2020.
In comparision with the target proposed by the Resolution of the
Provincial People's Council on the tasks of 2020, 11/14 targets have been
achieved and exceeded. According to the data announced by the General
Statistics Office, the gross domestic product in the area in 2020 only
reached 94,5%1, that was not as expected (planned growth rate was 77.3%). However, this is also the remarkable result in the context of the
economic situation of the country and the world seriously affected by the
Covid-19 epidemic which has directly impacted on the province's
economic growth.
1. Economic growth
Total provincial products preliminary decreased nearly 5,5%

compared to 2019. This is the first time the economy of Quang Nam
experiences negative growth since the re-establishment of province.
In the decline of the whole economy, the service sector decreased by
over 8%, accounting for 2.8 percentage points of the overall decline of
the whole economy; the industry and construction sector decreased by
3.3% (accounting for 1.1 percentage points); the product taxes less
subsidies on production augmented by 10,2%, accounting 2 percentage
points.); Particularly, the agriculture, forestry and fishery sector was the

only region with positive growth (+3.6%) because it was less affected by
the Covid-19 epidemic.
The GRDP size of Quang Nam province by the end of 2020 was
estimated at nearly 94.7 trillion VND, narrowing more than 4.2 trillion
dong compared to 2019, of which the size of the product tax less
subsidies mostly narrowed with nearly 2 trillion dong; the service sector
(-1.8 trillion dong); the industry - construction sector (-1.6 trillion dong);
in particular, the agricultural, forestry and fishery sector tended to
increase (+1.1 trillion dong) because it was less affected by the Covid-19
epidemic. The economic structure in 2020, the agricultural, forestry and
fishery sector accounts for 14.5%; the industry - construction sector
accounted for 32.9%; the service sector accounted for 34.7%; the product
tax less subsidies accounted for 17.9% (corresponding to 2019: 12.7%;
33.1%; 35.1%; 19.1%).
2. State budget revenues, expenditures and insurance

The state budget revenue in 2020 was low compared to the
estimate, especially domestic revenue only reached 88.4% of the estimate
and decreased by 4.5% over the same period, the main reason was due to
the production and business situation of enterprises and business
households affected by the Covid-19 pandemic; the drought continued to
persist, hydroelectric power plants did not have enough water to generate
electricity at capacity, leading to low budget payment... Furthermore, the
impact was due to the implementation of policies such as: Decree No.
41/2020 /ND-CP on April 8th, 2020 of the Government on the extension
of the deadline for paying tax and land rent; policies to remove
difficulties for production and business according to Resolution 84/NQCP on May 29th, 2020 of the Government; adjusting the family
deduction of personal income tax and applying from 2020 according to
Resolution No. 954/2020/UBTVQH14 on June 2nd, 2020. Most of areas
of revenue and taxes are affected, especially from foreign-invested
sectors, from non-state industrial and commercial sectors, registration
fees, fees, and charges.
Total state budget revenue in the province in 2020 was estimated at
over 37 trillion VND, an increase of 2 trillion VND (a rise of 6.2%)

compared to 2019, of which domestic revenue reached nearly 18 trillion
VND, accounting for 48.8% of total revenue (a decline of 4.5%); revenue
from import-export activities reached 4.6 trillion VND, accounting for
12.3% (a drop of 38%); aid revenue reached 21 billion VND. The total
state budget expenditure in 2020 was estimated at 43.9 trillion VND,
going down 15.5% compared to 2019, of which development investment
was nearly 7.5 trillion VND (an augment of 14.7%); expenditures for
socio-economic development, national security and defense and

administrative management reached over 14,5 trillion VND (a growth of
3,5%).
The total insurance revenue in 2020 reached nearly 4.3 trillion
VND, an increase of 2.7% compared to 2019, of which: Social insurance
revenue reached 2.6 trillion VND, accounting for 60.8% (rising by
1.7%); Health insurance revenue reached 1.5 trillion VND (accounting
for 34.9%; +4,4%); Unemployment insurance earned 187 billion VND
(contributing 4.4% + 2,8%). Total insurance expenditures in 2020
reached nearly 3.9 trillion VND, an increase of 6,3% compared to 2019,
of which: Social insurance expenditure reached 2.1 trillion VND,
accounting for 54,2%; Health insurance expenditure gained 1.5 trillion
VND, contributing 39%; Unemployment insurance expenditure
amounted to 264 billion VND, accounting for 6,8%.
3. Investment and construction
The implementation of investment - construction in 2020 was still
slow, mainly due to the difficult ground clearance work; cumbersome
capital construction investment procedures; the affects of Covid-19
pandemic on the construction progress of projects; the operating
mechanism in the budget revenue affected by the Covid-19 pandemic...
The total social investment capital in 2020 at current prices reached
over 28.7 trillion VND, a decline of 13% compared to 2019, accounting
for 30.4% of GRDP. In particular, the capital of the State sector attained
7.9 trillion VND (contributing 27.4% to the total social investment), going
down 13% compared to 2019; the non-state sector reached 13.3 trillion
VND (accounting for 46.3%; -7.6%); the foreign direct investment (FDI)
sector gained 7.5 trillion VND (sharing 26.3%; -21.4%).

Regarding foreign direct investment (FDI) attraction: in 200, there were
10 newly licensed projects with a registered capital of 36.7 million USD;
the total number of valid projects in the province by the end of 2020 was
197 with a total registered investment capital of nearly 5.8 billion USD.
4. Price indexes and inflation
The average consumer price index (CPI) in 2020 increased
compared to the previous year due to the high demand for food products;
The increased demand for health and education services also contributed
to the average annual CPI increase.
The average consumer price index (CPI) in 2020 increased by
3.05% compared to 2019. CPI of some groups grew significantly, such
as: food, food and drink service (increased by 8.76%); education
(increased by 2.6%); medicine and health care service (increased by
1.86%); other goods and services augmented by 1.82%. CPI of some
groups went down, such as: transport (a decline of 11.68%); post and
telecommunication (a decline of 0.86%); culture, entertainment and
tourism (going down 1.49%).
The consumer price index in December 2020 increased by 0.23%
over the same period last year. Among 11 commodity and service groups,
there are 04 groups of goods with an increase in the index over the same
period: food and catering services (a rise of 2.84%); housing and
construction materials (a rise of 1.39%); garment, hat, footwear (an upturn
of 1.45%); beverages and cigarettes (a rise of 0.32%). Transport declined
by 12.43%; culture, entertainment and tourism went down 7.02%.
5. Business registration situation
The business registration in 2020 was affected by the impacts of the
Covid-19 pandemic, so the number of newly established enterprises only
reached 1,287, going down 12.3% compared to 2019; the total registered
enterprise capital reached over 17 trillion VND, a decline of 5.9%; the
average registered capital is about 13.3 billion VND/enterprise.

The number of businesses in difficulties having to withdraw from
the market shows that the challenges of the economy have been gradually
removing from the market the enterprises that was weak and unable to

survive or unable to change in time to adapt with new conditions. During
the year, 529 enterprises temporarily ceased (accounting for 40.7%); 312
enterprises dissolved (a reduction of 46%).
The Business Registration Office issued a new certificate of
operation registration for 109 branches (-21.6%) compared to the
previous year; 302 business locations (-18.6%) and 20 representative
offices (-60%). In addition, the implementation of online business
registration is considered a big step in the process of reforming
administrative procedures of the Business Registration Office in recent
years. The number of online applications has increased rapidly year by
year, reaching 3,047 records in 2020, accounting for more than 56% of
the total records received at the one-stop departments.
6. Business production results in some economic activities, sectors
6.1. Agriculture, forestry and fishery
In 2020, the province experienced abnormal weather changes that
made difficulties for agricultural production; the recurrence of African
swine fever on a large scale has caused great damage to farmers but the
herd of pigs is gradually recovering by the end of the year; forestry has
achieved good results with the activities of afforestation, tending,
management, zoning and protection on forests which have been reasonably
implemented; fishery activities with supporting policies such as: the boat
conversion has been concerned and implemented, fishermen have boldly
invested in upgrading and developing offshore fishing fleets to contribute

to expand of fishing grounds. Therefore, the output is quite good.
The area of cereal crops reachs over 95 thousand hectares, of which
the paddy cultivation area is 83.5 thousand hectares, the annual rice
productivity is 54.2 quintals per ha (a decline of 0.9 quintals per ha); the
cereal production in the whole year reached 508 thousand tons
(a decrease of 0,4%); particularly paddy rice output reached more than
452 thousand tons (a decline of 0,03%) for ensuring the food
consumption per capita of 338kg/person/ year.
The cattle and poultry husbandry in 2020 has been relatively stable
without epidemic. The total buffalo population reached 59.3 thousand
heads, going down 4% compared to 2019; the cattle population reached

172 thousand heads, going up 0.8%; the poultry population (chickens,
ducks, perching ducks and geese) reached 8.2 million heads (rising by
2.6%). The living weight cattle production increased by 0.7%; the living
weight buffalo production decreased by 6.8%. Pig breeding was gradually
recovering, the total pig herd was estimated at nearly 298 thousand heads
(+35.6%; +78 thousand heads) compared to the previous year.
The area of newly afforestation in 2020 reached nearly 20 thousand
hectares, an increase of 2.7% compared to 2019, of which the area of
production forests reached over 19.7 thousand hectares (a rise of 4.1%).
The wood production gains over 1,450 thousand m3 (an augment of 9.3%).
Aquatic production in 2020 reached 124.7 thousand tons, an
increase of 4.3% compared to 2019, of which aquaculture production
reached nearly 28.2 thousand tons, going up 2.9% compared to the
previous year, the aquatic capture production reached 96.5 thousand tons
(an increase of 4.7%).

6.2. Industry
The industry sector has been heavily affected by the Covid-19
pandemic, especially enterprises in the processing and manufacturing
industries; many enterprises lack business capital, lack input materials so
they only operate perfunctorily and do not promote production according
to their plan; businesses have to reduce or rotate to work to maintain
operations; some manufactured products cannot be sold or exported, so
there are some enterprises which have to suspend operations or change
business lines.
The index of industrial production in 2020 decreased by 7.9%
compared to 2019, of which the mining and quarrying decreased by
17.9%, the manufacturing went down 10.2%, electricity generation and
distribution rose by 27%, water supply, sewerage and waste management
and remediation soared by 5.6%.
The consumption index of the entire processing and manufacturing
industry in 2020 increased by 8.4% over the previous year. Some
industry groups have increased consumption index such as: other
uncategorized manufacturing (+55.4%); manufacturing products from
plastic (+26.5%); manufacturing beds, cabinets, tables and chairs

(+17.6%); production of electronic components (+3.9%); motor vehicle
production (+2.7%).
The inventory index of the entire processing and manufacturing
industry till the end of December, 2020 has increased by 28.2% over the
same period last year. Some industries have a sharp increase in inventory
index compared to the same period last year such as: production of nonalcoholic beverages (+108.8%); footwear production (+122.7%); sawing,
planing and preserving wood (+91.3%); production of plastics and

primary synthetic rubber (+93.7%); manufacturing metal structures
(+54.6%).
6.3. Trade, transport and tourism
Trade, transport and tourism activities were all affected by the
Covid-19 pandemic. In particular, the tourism industry was hit the
hardest with the sharply decreasing number of visitors and guests,
especially international visitors,; Transport activities also face many
difficulties in 2020 due to the implementation of social distancing,
transportation-related services such as passenger transport, freight
transport and warehousing service..
The gross retail sales of goods and consumption services in 2020 were
estimated at 52.8 trillion VND, going up 6.9% compared to 2019. In term of
business, the retail sales of goods were estimated at over 41.1 trillion VND,
accounting for 77.9% of the total revenue, rising by 6.2% over the previous
year; accommodation and catering services reached 6,2 trillion VND,
sharing 11.7% and growing by 47.3%; tourism gained 57 billion VND,
contributing 0.1% and augmenting by 77.6%; other service revenue attained
5.4 trillion VND, representing 10.2% and expanding by 9%.
The number of passenger in transport in 2020 reached nearly 9.3
thousand, going down 56.7% over the previous year with 703 million
passengers/kilometers, going down 55.7%. Cargo transport in 2020
reached nearly 13.5 thousand tons, going down 25.9% over the previous
year and 1,509 million tons/kilometers, going down 18.2%.
Revenue from accommodation and travel services reached VND
787 billion, going down 75.5% compared to 2019. The total number of
visitors served by accommodation establishments in 2020 reached 613

thousand, a decrease of 70.6%, of which the arrival of overnight tourists
reached 312 thousand (-65.3%); the arrival of visitors per day reached
301 thousand (-74.6%).
7. Some social issues
7.1. Population, labor and employment
The provincial average population in 2020 is about 1,505 thousand
people, an increase of 7,563 people, equivalent to an increase of 0.5%
compared to 2019, of which the number of urban population is 396.2
thousand, accounting for 26.3% of the total population; the number of
rural population 1,108.8 thousand, accounting for 73.7%; the male

The provincial labor force aged 15 and over in 2020 reached 891.2
thousand people, a decrease of 05 thousand people compared to 2019.
Employees aged 15 and over working in economic sectors reach 859.7
thousand people, a decrease of over 12 thousand people compared to the
previous year.
In 2020 labour and employment situation were affected by the
covid-19 epidemic so unemployment rate of the whole year was higher
than 2019. The unemployment rate of the labor force in the age group in
2020 is 4.1% (in 2019: 3.2%), of which the urban area is 3.5%; the rural
area is 4.81%. The underemployment rate of the labor force in the age
group in 2020 is 4% (in 2019: 0.94%), of which the urban area is 2.2%;
the rural area is 4.6%.
7.2. Living standards
People's life in 2020 in the area have been adversely affected by
natural disasters and the Covid-19 pandemic, especially the poor, nearpoor, and social protection beneficiaries; many enterprises, business
households and cooperatives have to suspend operations, downsize or
produce perfunctorily, leading to an increase of unemployment and
joblessness in the short term. In front of the above situation, the

Provincial People's Committee directs the Departments, Branches and

Localities to drastically and proactively prevent and control the pandemic
according to the document of the Central. At the same time, the
Provincial People's Committee propose solutions and policies to support
affected enterprises and people. Therefore, the situation of people's life in
the province remains basically stable; poverty reduction has achieved
positive results; job creation, people's material and spiritual life is
guaranteed. The province's monthly per capita income reached 3,555
thousand VND, an increase of 11.4% compared to 2019. The rate of poor
households with multidimensional access in 2020 is 5.23%, a decrease of
0.83 percentage points compared to that of 2019. 2019, exceeding the
poverty reduction target set out in 2020.
The damage caused by natural disasters in the province in 2020 is
mainly affected by 06 thunderstorms and lightning storms in the districts
of Nam Tra My, Bac Tra My, Hiep Duc, Dai Loc, Dien Ban, damaging
some properties of people, killing 02 people; one earthquake of 2.8
magnitude occurs in Bac Tra My district without causing major damage;
three natural disasters caused by the impact of typhoons No.5, No.6 and
No.9 have created heavy damage to people's lives, production and
infrastructure in most of the districts. Total estimated damage value of 3
storms is more than 10.8 trillion VND: destroyed 739 houses; 100,000
damaged houses; 42 death people, 19 missing people and more than 300
injured people.
7.3. Social order and safety
The traffic accident situation in the year has many positive changes,
decreasing on all 3 criteria due to the effectiveness of Decree No.

100/2019/ND-CP dated December 30st, 2019 of the Government on
regulations on penalties for administrative violations in the field of road
and rail traffic.
In 2020, there are 189 traffic accidents in the province, going down
45 cases compared to the previous year, of which: 184 cases for road
traffic (reduced 45 cases); 03 cases for railway traffic (reduced 02 cases);
02 cases for inland waterway (increased 02 cases). The number of deaths
due to traffic accidents in 2020 is 132 people, going down 38 people
