The concept of delivering T1s is
almost 30 years old. New technolo-
gies like HDSL have been intro-
duced but, overall, T1-based ser-
vices today are being delivered
with the same architecture used in
the 1960s. But, while the architec-
ture has remained, applications
have changed radically. The tele-
phone company introduced T1 as a
means of delivering message
trunks over copper facilities
between central offices. No one
imagined that T1 would become
the preferred vehicle for large
amounts of bandwidth to business
customers and that its growth in
those applications would exceed all


expectations.
T1-based services are expected to grow at 30 to
40 percent annually to meet the demand for
HiCap, ISDN-PRI, Frame Relay, Internet access,
PCS access and ATM services. It has become
the primary building block in corporate networks
for both high-speed applications and the consol-
idation of analog voice and data circuits. T1-
based facilities serve many medium and large
businesses and even some residential locations
with telecommuting and small office-home-
office (SOHO) applications. More than 60 per-
cent of business sites with 50 or more people
use T1s, and that percentage is growing. Fast.
Who would have thought in 1984, when T1-
based customer installations numbered in the
dozens, that, in just a few years, that number
would be millions? Today, service providers are
struggling to keep up with the demand. At the
same time, however, many are beginning to rec-
ognize the limitations of the traditional architec-
ture, and are looking for ways of:
• Improving network management
• Speeding up service delivery
• Lowering total cost
of T1-based service delivery

In T1s original, inter-CO application,
repeatered trunks were monitored end-
to-end by central office-based switches.
These switches provided all the network
management needed, so remote con-
trol, circuit visibility, and sectionalization
capabilities were never integrated into
T1 transmission equipment. At this time,
the core network was based on T1 band-
width only; that is all carriers needed to
operate their networks.
As T1s began their migration to the local
loop, they kept their traditional architec-
ture of 220 bays and line repeaters, but
the switch-based intelligence used to
manage T1 trunks disappeared. Now the
core network has evolved into fiber-
based SONET rings and Digital Cross-
Connect Systems (DCS) machines.
Driven by burgeoning demand, most
designers looked to the past rather than
the future, and made no attempt to inte-
grate T1 management into the growing
networks,
nor did they consider the potential efficiencies
of interconnecting to the fiber-based core net-
work at speeds higher than T1. In their haste

planners and network architects didn’t consid-
er the demands of continued growth and
competition. As a consequence, T1 just kept
getting stuffed into the same, out-of-date
design. Innovations like HDSL tackled some
of the problems inherent in T1 repeatered
design, but there were still significant savings
that were unable to be tapped by sticking
with the old out-of-date 220 architecture.
Instead of evolving, the number of T1s just
kept getting bigger, not cheaper to deliver
and manage.
Carriers must rethink their T1 delivery
approach to remain competitive. A new
approach to delivering T1-based services
requires a more efficient and cost-effective
solution, one that adds profit to their bottom
line. Those who do not rethink how they are
delivering their T1s will not be in business for
long.

Struggling to keep up with the explosive growth of T1-based
services, many carriers are working without a real delivery

plan. This may have worked when demand was low and com-
petition was scarce; now, it could be fatal. T1-based service

transport technologies including:
• Traditional repeatered T1 over copper requires loop con-
ditioning, repeaters every 3000-6000 feet, and is very
labor intensive
• Optical DS2 over singlemode fiber delivers four T1s
• HDSL over copper provides symmetrical T1 via two
unconditioned pairs at distances of 12,000 feet without
repeaters, and up to 36,000 feet with HDSL Repeaters
• HDSL2, currently under development, is similar in capa-
bility to HDSL, but requires only one copper pair
A viable platform will have to address all of these, and a
