PREAMBLE
1. The urgency of the topic
Now, in Vietnam, the formation and development of especial administrativeeconomic units are the urgent objective requirements for economic development in
the process of international economic integration. In fact, our country has many
favorable conditions to develop world-class special economic zones. Vietnam is
one of the 10 countries in the world with the highest index of coastline length, so
the construction of a number of special administrative - economic units to create
growth poles and institutional and policy trials as well as to make fly-wheel to
develop the economy is absolutely essential.
The policy, views, strategies and the socio-economic development plans on
the construction and development of Vietnam's special economic zones have been
adopted at the Party's VIII, XII and XI congresses. The XII Congress of the Party
continued to affirm "... to develop some opening economic zones and special
economic zones ...". Particularly, Resolution No. 11 / NQ-TW dated 03/6/2017 of
the Central Committee of Vietnam Communist Party on the completion of the
socialist-oriented market economy has been defined as: " to build a number of
special administrative and economic units with remarkable institutions in order to
create extreme growth and experimentation in renovating and perfecting the
organizational structure of the political system." To concretize this policy, Political
Bureau promulgated Issue Announcement No. 21-TB / TW dated March 22, 1977
on the projects on building Van Don special administrative and economic units
(Quang Ninh province), Northern Van Phong (Khanh Hoa province) and Phu Quoc
(Kien Giang province). The Constitution 2013, the Law on Local administrative
Organization in 2015, provides for a legal framework for the special
administrative-economic units’ construction by adding more regulations on special
administrative-economic units that were established by the National Assembly;
these are applied special economic and social mechanisms with the local
administrations.
At present, Vietnam has no special administrative and economic units.
Therefore, there are no administrative institutions reserved for special
administrative and economic units. The problem is that the requirements for the
formation and development of special administrative and economic units are
necessary and suitable to objective development requirements. Therefore, it is
necessary to build models and administrative institutions’ systems on special
administrative and economic units. In fact, there is no scientific research what has

fully and fully researched on the foundation of administrative institutions for
special administrative-economic units in Vietnam. However, the requirements for
the development of administrative-economic units, especially those of economy,
must be free in competition, and the administrative regime must be autonomous
and high accountable. This means that it is necessary to build a modern, superior
and standard administrative institution for special administrative and economic
units to meet the developmental requirements in practice.
Based on the above reasons, the PhD student selected the topic: “ The
administrative institutions of special administrative-economic units in Vietnam” as
a research topic for doctoral thesis in Public Management.
2. The research purposes and tasks
2.1. Research purposes
Based on the study of relevant theoretical issues and evaluation of lessons
learned in the country, especially in the abroad on administrative institutions in the
special economic zones, the thesis will propose orientation and the drafting of
administrative institutions of special administrative-economic units in Vietnam.
2.2. Research tasks
- To systematize and clarify some theoretical issues about special
administrative - economic units, administrative institutions and administrative
institutions on special administrative - economic units.
- To study the experiences in the special economic zones and administrative
institutions for each special economic zone from some countries in the world. On
that basis, to learn by experiences on foundation of administrative institution for
special administrative-economic units in Vietnam.
- To propose a number of key perspectives, orientations and solutions to
develop administrative institutions for special administrative - economic units in
Vietnam in the coming time.
3. The research subjects and scopes of the thesis
3.1. Research subjects
The research subjects of the thesis are the theoretical and practical issues of
administrative institutions for special administrative-economic units. The PhD
student studied theoretical and practical aspects of administrative institutions in
special economic zones and models of free economic zones and opening economic
zones… to clarify above contents.
3.2. Research scopes

From the view of public management, the thesis focuses on studying some
following important issues: Special Economic Zones and Administrative
Institutions in Special Economic Zones in some Countries in the World; Special
administrative-economic units and administrative institutions in special
administrative-economic units. To research into administrative institutions in some
special economic zones of some countries in the world with cultural, social,
economic and political similarities in Vietnam such as China, Korea, Singapore ...
in the period from 1970 up to now.
4. The Methodology and research method
4.1. Methodology
The studying thesis is based on the theory of Marxism-Leninism, Ho Chi
Minh's thought and the system of the Party’s views, guidelines; policies and laws
of the State in the same time also studying the number of works related to the
thesis that have been announced; The thesis used a logical and historical
dialectical approach to examine and predict the simulation of special
administrative-economic units and administrative institutions in special
administrative-economic units; The thesis researched into the theoretical and
practical issues of some special economic zones in the world to find out the
appropriate advantages and propose the development of administrative institutions
in special administrative-economic units in Vietnam.
4.2. Research Methods
Based on the historical materialistic methodology of Marxist-Leninist
philosophy. The thesis used the following specific research methods: Methodology
for summing up the practice; statistical – synthesis method; method of analysis comparison, evaluation; methodology of researching documents; methods of
sociological investigation and methods of interviews expert ... to solve the
problems of thesis. The methods were used to clarify the content of the thesis, to
ensure the scientific and logical characteristics between issues in each chapter.
5. Research questions and hypotheses
5.1. Research hypothesis
If the administrative institutions in special administrative-economic
units are fully, it will promote the development of special administrative and
economic units and at the same time create motivation to develop another
regions in the whole country.

Vietnam?
+ What important roles do the administrative institutions play in building
and developing the special administrative - economic units in Vietnam?
+ What should be done to build the administrative institutions in the special
administrative-economic units?
6. New contributions of the thesis
The thesis is the first monographic work on the administrative institutional
system of the special administrative-economic unit in Vietnam, so there are some
new scientific contributions as follow:
Firstly, providing for systematic presentation and analysis of special
administrative-economic units such as the concepts, characteristics and role of
special administrative-economic units; characteristic of special administrativeeconomic units.
Secondly, analyzing the concept, characteristics and role of administrative
institutions in state management in Vietnam. Thence, the thesis has affirmed the
role of administrative institutions in establishing and developing the special
administrative-economic units in Vietnam.
Thirdly, suggesting and proposing solutions to build administrative
institutions of special administrative-economic units in Vietnam in the coming
time, such as the view of establishing special administrative - economic units,
Administrative institutions in the organization of administration in special
administrative-economic units; Administrative institutions in state management of
special administrative-economic units in Vietnam in the coming time.
7. The meaning of the thesis
Theoretically, the research results of the thesis contribute to solving some
theoretical issues currently posed like that the thesis enriches the theoretical system
of special administrative-economic units and administrative institutions for special
administrative-economic units.
Practically: The thesis can be used as a reference for research and
management in policy making agencies, enterprises as well as research and
training in institutes, university of law, university of administration and university
of economics.

CHAPTER I
OVERVIEW OF RESEARCH SITUATION RELATED
TO THE THESIS
1.1 Research works related to special economic-administrative units
(special economic zones)
Researches related to administrative institutions and special economic zones
have been studied by individuals and organizations inside and outside the country;
these research works are published in various forms such as books, scientific
essays, seminar, doctoral thesis. The author divided them into the following
groups:
- Researches on special economic zones, special economic - administrative
units such as: Concept, characteristics, position, role ....
- Theoretical researches on institutions and administrative institutions such
as concepts, characteristics and roles of administrative institutions.
- The researches on administrative institutions in special administrativeeconomic units.
1.2. Evaluation of research results related to thesis
1.2.1. The problems have been resolved
These researches have basically resolved a number of points as follow:
To identify some basic theoretical and realistic issues of especial economic
zones: concepts, characteristics, roles and administrative institutions of especial
economic zones; To generalize the formation and operation process of special
economic zones ... experiences of developing special economic zones in region
countries and in the world; to analyze and clarify the situation of special economic
zones, impacts of specific policies for special economic zones on socio-economic

development, mainly policies on trade development, promotion of investment,
tariff and non-tariff mentioned and drafted some economic zones in Vietnam in
recent years; to point out the advantages and limitations; A number of solutions
have been put in place to promote the development of special economic zones, to
improve policies related to special economic zones, such as policies on trade,
import and export, land, investment promotion and upgrading high quality of
human resources; policy of investment attraction …
1.2.2. Issues to be resolved
The term “special administrative-economic unit” in Vietnam is a new, so
there are not any fully researches on the special administrative-economic unit as
well as on administrative institutions of administrative-economic unit up to now,
especially in Vietnam.
From these assessments, it is possible to see a gap that needs to be clarified
in both theoretical and practical terms. That is:
- Theoretical basis for special administrative-economic unit and
administrative institutions for special administrative-economic unit.
- Since there is no special administrative-economic unit in Vietnam, it is
necessary to study practical experiences in foreign countries in order to make
theoretical arguments in administrative institutions for special administrativeeconomic unit. To point out achievements as well as limitations and the causes of
both in building administrative institutions for special administrative-economic
units abroad to apply in accordance with practical conditions in Vietnam.
- To recommend opinions and propose the development and improvement of
the administrative regime for special administrative-economic units in Vietnam.
Chapter II
THEORETICAL AND LEGAL BASES OF THE ADMINISTRATIVE
INSTITUTES IN SPECIAL ADMINISTRATIVE – ECONOMIC UNIT
2.1. Special administrative-economic unit
Concept of special administrative-economic unit
"Special administrative-economic units established by the National
Assembly shall be entitled to apply special socio-economic mechanisms and
policies with local administrations organized in conformity with the
characteristics, requirements and objectives of socio-economic development in
special administrative-economic unit "(Article 74 of the Law on Organization of
Local Government - 2015). The special administrative-economic unit is the
geographical area that is defined boundary by the competent State authority, has a

local administration organization in accordance with the characteristics and
requirements of the socio-economic development objectives; is given specific
management powers over specific policies and administrative institutions and
economic institutions.
2.1.2. Characteristics of special administrative - economic units
Firstly, the special administrative - economic units is an very important
geographical area, specially, it has not only geo-political and historical meanings,
but it is also favorable for the country’s socio - economic development.
Secondly, the special administrative - economic unit was established for
political, historical, economic purposes. Establishing and developing the special
administrative - economic unit are in order to achieve fast and sustainable socioeconomic development, create the foundation and leading economic power for the
region and make a spill in the whole country.
Thirdly, the special administrative - economic unit is directly managed by
the central government, or assigned to the local government at the provincial or
city level under the authority of the law, or the another regulations that are
different from the remaining administrative units of the country; it depends on the
characteristics of each the special administrative - economic unit.
Fourthly, administrative institutions of the special administrative - economic
unit, especially special institutions, are suitable for each the special administrative economic units and different from the rest of the country.
Fifthly, the special administrative - economic unit is also the "new policy
testing labs" before the widespread application of macro policies throughout the
country.
2.1.3. Bases of building special administrative – economic units
2.1.3.1. Scientific basis of building special administrative-economic units
There are inevitably contradictions for each country and territory in their
process of development such as: Conflict between productive forces and
productive relations, conflict between dominant and ruled classes; conflicts in the
economy itself, the development of science and technology, globalization,
international economic integration more and more deeply ... Applying creatively
Marxist-Leninist to development rules makes productive forces to be more
developed and promote the foundation new productive relations that will be more
suitable. These are important scientific bases for the formation of special
administrative-economic units in Vietnam.

2.2.3.2. Political basis: These are the views, guidelines and lines of the Party
in the establishment and development special administrative-economic units in
Vietnam in recent periods.
2.2.3.3. Legal basis: It is the system of legal documents in order to
concretize the guidelines and lines of the Party in building and developing special
administrative-economic units.
2.1.4. Position, role of special administrative-economic unit
Free economic zones play an important role in national economies,
especially in developing countries. They were established to deal with external
economic tasks as well as common missions of the country. Beside the role in
socio-economic development, special administrative-economic unit is also the
driving force promoting socio-economic development in the region and the whole
country.
2.2. The concept of administrative institutions in special administrativeeconomic units
2.2.1. Concept of institution and administrative institutions
Institution is the legal system, social rules that regulate relationships and
behaviors recognized by the law of a country (rules of the game); Entities
implementing and managing operation of the society include the state, the resident
community, civil society organizations ... (players); Mechanisms, methods,
procedures for social activities, management and operation of social activities
(playing ways).
Administrative institutions are the system of regulations established by the
state in legal documents to enforce administrative rights and state administrative
organizations to ensure the implementation of such regulations.
2.2.2. Administrative institutions of special administrative-economic units
Concept:
Administrative institutions of the special administrative - economic units are
general regulations established by the State in the legal documents, creating the
legal basis for administration in special administrative-economic units to organize,
operate and implement function of society management in it.
Components of administrative institutions in special administrativeeconomic units:
Firstly, the system of legal documents regulates the tasks, powers, and
organizational structure of the special administrative-economic unit. This system

of legal documents is relate to special administrative-economic units such as the
Constitution, laws, resolutions ...
Secondly, the system of legal documents in which regulates the content of
state administrative management in all areas of social life in special
administrative-economic units. It is a system of legal documents providing for
common rules of behavior, which are compulsory in general, to be applied in the
administrative boundaries of special administrative - economic units to perform
functions of state administrative management in the locality.
Thirdly, the system of legal documents regulates the duty regime. They are
legal documents on cadres, civil servants and public servants in the area of special
administrative-economic units.
Fourthly, the system of administrative arbitration provisions aimed at
resolving administrative disputes between citizens and the public administration.
The rule of law state is the state of supreme law, not only for the citizen but also
for the state. Consequently, the control of state power in special administrativeeconomic unit is especially necessary to build a rule of law state as it ensures that
all state’s agencies have to operate under the law.
Fifthly, the system of administrative procedures aims at resolving relations
between the state and citizens and social organizations. Administrative procedures
are the order and manner to settle affairs of the competent state administrative
agency in the internal administrative relationship and the relationship between the
State administrative agency and the citizen organization in special administrativeeconomic units.
The role of state administrative institutions of special administrativeeconomic units:
State administrative institutions are the legal bases to build the structure and
organizational structure of special administrative-economic units; to define the
division of functions, tasks and powers of special administrative - economic units
each other, and them with other agencies; It is the legal basis for management
operation of the state in the special administrative-economic unit; it is the basis for
establishing personnel in the government apparatus ...
2.3. Factors affecting the administrative institutions of special
administrative-economic units
2.3.1. Political factors

The political environment is a collection of elements that surround the
political system, influence and determine the tendency of existence and status of
the political system.
2.3.2. Socio-economic factors
The economic and social environment positively influences on the formation
and development of administrative institutions, which will be a direct test of
administrative institutions.
2.3.3. The history of national development and nationality cultural
tradition
Each ethnic group undergoing the process of long-term formation and
development has their own traditional and cultural characteristics that unlike other
ethnic groups. Because of this characteristic, any regulations to regulate the
behavior of objects in society must be built in accordance with common norms
recognized in tradition and culture.
2.4.5. Other international factors
International political and economic environment factors directly or
indirectly affect the political system of the country, thus it a.so affects the
administrative structure of the special administrative-economic unit.
Chapter III
THE STATUS OF ECONOMIC INSTITUTIONS IN SOME
ECONOMIC ZONES IN THE WORLD AND IN VIETNAM
3.1. The status of administrative institutions of some special economic
zones in the world
3.1.1. Administrative institutions of some special economic zones in China
3.1.1.1. Administrative institutions on organizational apparatus
The special zone’s government in province is organized at the same level as
the provincial city. The administration of the special zone was streamlined, with
only four agencies (economic development, trade, transport and agriculture). The
state management in the special economic zones is focused on the macro-level
planning. Thus, the organizational structure of China's special economic zone has
simplified and streamlined simpler and more scientific to overcome the constraints
of China’s organizational apparatus in that period.
3.1.1.2. Administrative institutions on specific policies and mechanisms
Administrative institutions in economic management; business management,
corporational tax collection; export, import, monetary, and foreign exchange; land
policy, immigration, wage labor ...

3.1.2. Korea Free Economic Zone
3.1.2.1. Administrative institutions on the organization and operation of the
apparatus
Administrative institutions on the organization apparatus in Korea’s Free
Economic Zone is organized in a relatively specific way: The management of the
free economic zone in Korea is involves by the following major agencies: (1)
Ministry of Knowledge Economy (as of 2010); (2) The mayor of the province in
which there is a free economic zone; (3) The free economic zone’s Committee; (4)
Administrative units of free economic zone; (5) Operator of free economic zone.
3.1.2.2. Administrative institutions on specific policies and mechanisms
The policies on budget support in initial infrastructure development creates a
mechanism for self-determination of free economic zones for each sectors' and
fields’strength.
3.1.3. Free trade zone in Singapore
3.1.3.1. Administrative institutions on the organization and operation of the
government apparatus
The Prime Minister decides to establish a Free Trade Area, appoints a
agency or department of the government or a company that manages, maintains
and operates the Free Trade Areas. The Prime Minister gives the Free Trade Areas
the authority to enforce the law and protect the national interests.
3.1.3.2. Administrative institutions on specific mechanisms and policies
In the area of investment, that is freedom to invest in all economic sectors,
except national security and social security.
3.2. Status of administrative institutions in some special economic zones
in Vietnam
3.2.1. Vung Tau - Con Dao special economic zone
The administrative structure on organization of the Vung Tau - Con Dao
Special economic zone is to manage according to two levels: special zones and
districts, communes and wards. The special zone’s level directly managed the
wards of Vung Tau town and Long Son commune, while Con Dao has no
commune.
3.2.2. Vinh Linh Special Zone
Vinh Linh Special administrative Zone was established at the provincial
level and under directly control of the Party Central Committee, and the
establishing it due to context of war with the aim of defeating the invadersnational
territory.

3.2.3. Some other special zones
Historically we have had a number of special zones and autonomous regions
that lasted for a short time, such as the Viet Bac Autonomous Region, the Hong
Gai Special Zone, etc. They were established not only in the aim of economic
development but also protection the homeland, political and society stability.
3.3. Lessons learned for Vietnam on building and improving
administrative institutions of special administrative-economic units
3.3.1. Conditions on the establishment of special administrative-economic
units
The strong support of the central government in terms of policies,
guidelines, mechanisms and policies, going with the most advantageous of each
special administrative-economic units such as geo-economic geography, traditional
culture, history of development ...
3.3.2. Model of special administrative-economic units
Experience in developing special administrative zones, special economic
zones, free economic zones of countries around the world is very diversified and
complex. Each countries and territories have specific cultural characteristics
geography, political institutions, individual economic institutions
3.3.3. Administrative institutions in the organization and operation of the
administrative organization of special administrative-economic units.
To organize a streamlined, effective and efficient apparatus, avoiding
overlapping, clearly defining functions, tasks and powers. The responsibility for
success or failure of special administrative-economic units when formed and
developed.
3.3.4. The administrative regime on specific policies and mechanisms
applied to special administrative-economic units
This particularity is reflected in a number of aspects: Infrastructure support
in the early stages of formation and development; investment and business
policies; business environment; Planning on the development of appropriate
branches and trades; land and housing policy; financial and banking policies;
attract and develop high quality human resources; regional and international
economic integration ...
3.2.5. Administrative institutions regulate the use of human resources in
special administrative-economic units

For each special administrative-economic units to be established and put into
operation successfully, there should be different administrative regulations, in
order to create attraction for high quality laborers at home and abroad. .
Chapter IV
THE FORMULLATION AND PROMULGATING OF
ADMINISTRATIVE INSTITUTIONS IN THE ADMINISTRATIVEECONOMIC UNITS IN VIETNAM
4.1. The Party and the State’s purposes of building and promulgating
the administrative institutions in the special administrative-economic unit
4.1.1. Purpose of building economic administrative institutions
The economic administrative institutions in the special administrativeeconomic unit must be synchronous, innovative, creative and effective, meeting the
integration requirements with the world's economic administrative institutions.
4.1.2. Purpose of building political, social administrative institutions and
human resources
The political, social administrative institutions and human resources
administration is in line with the practical requirements, steadfastly defining the
objective of building a socialist market economy with high quality human
resources in order to develop special administrative -economic unit.
4.1.3. Institutions of administration and governance
Building a modern administration, streamlined and efficiency machinery,
preferential mechanisms and policies will supplement theoretics and practical
experiences on perfecting the legal system and market economy institutions in line
with international practice; In particular, it enriches the content of the Party's new
leadership modality and tests new development models, adding experience to
national governance.
4.2. Request for formulating and promulgating administrative
institutions of special administrative-economic units in Vietnam
4.2.1. Request to ensure the constitutionality and legality in the
formulating and promulgating administrative institutions of special
administrative-economic units
The Constitution is the most important law, the law document must comply
with the Constitution. When promulgating administrative institutions in special
administrative-economic units, it is necessary to comply with the requirements of
the Constitution and the system of legal documents.

4.2.2. Demands to ensure the leadership of the Party in formulating and
promulgating the administrative institutions of the special administrativeeconomic unit.
To ensure the leadership of the Party in formulating and promulgating the
administrative institutions of the special administrative-economic unit is the
mandatory and decisive requirements for the promulgation of administrative
institutions of special administrative-economic units.
4.2.3. Request to ensure feasibility in formulating and promulgating the
administrative institutions of the special administrative-economic units.
To ensure the feasibility of formulating and promulgating the administrative
institutions in the special administrative-economic unit is to ensure the rationality,
timeliness and effectiveness of administrative institutions in the state management
process of the government in special administrative-economic unit.
4.2.4. It is necessary to ensure the comprehensive, tight and synchrony of
administrative institutions while formulating and promulgating administrative
institutions of special administrative-economic units.
Vietnam’s administrative system is unified, tight under the direction and
administration of the Government. Therefore, the formulating and promulgating
administrative institutions have to ensure the tight, uniform and synchronous
requirements among the documents in the State administrative institution system,
avoiding the situation of “The left hand doesn't know what the right hand is doing”
between the documents.
4.3. Draft administrative institutional content of the special
administrative-economic unit in Vietnam
4.3.1. Administrative institutions on organizational structure in special
administrative-economic units
Regarding the administrative position of special administrative - economic
units, it is directly under the central government, then is managed by the
government.
Regarding the organizational model of administration in special
administrative- economic units, it should be streamlining and effective, merging a
number of agencies with the same functions and tasks into one effective task each
part of the apparatus. It is unnecessary to organize the People's Assembly and unify
the head of the special administrative-economic unit with the Party secretary.
4.3.2. Administrative institutions on duties, state management in special
administrative-economic units

To clearly define the responsibilities and tasks of state management in
special administrative-economic units such as: the tasks and powers of the People's
Councils and People's Committees, the chairpersons of the provincial People's
Committees and special administrative-economic units. Tasks and powers of the
Head, especially in the state management in special administrative-economic units.
4.3.3. The administrative institutions regulates working regime and the
working relationship of the administration of the special administrativeeconomic unit
Apart from the delegated and authorized tasks, the People's Committees of
the Special Economic Zones are the executive agencies of the Government, the
ministries, the central agencies and the provincial People's Committees.
4.3.4. The administrative institutions regulates working regime and the
working relationship of the administration of the special administrativeeconomic unit
Defining this relationship by legal documents and executive management
documents, clearly define what is the relationship of dependence, what is the
directing relationship, what is the relationship of coordination and going with it
specific tasks, powers and responsibilities, details but no machinery, not making
difficulties for the administration of special administrative-economic units.
4.3.5. Administrative institutions regulates the supervising mechanism for
operation of administration in the special administrative-economic units
The supervising mechanism for operation of administration in the special
administrative-economic units must be supervised by the functional agencies from
the central to provincial levels, according to the tasks and powers to avoid the
abuse of power in the leadership, the management of the administration in special
administrative – economic units.
4.3.6. Administrative institutions regulates specific policies for state
management in special administrative-economic units
On the bases of identifying the priority sectors for attracting investment into
each special administrative-economic unit and at the same time observing the
principle of preferential treatment with global competitiveness but still ensuring
state’s profits, it is necessary to build specific mechanisms and policies for each
special administrative-economic unit in all aspects of life such as land policy
regulation and home ownership; regulation on tax incentive policies; preferential
policies on finance, budget ...

Wishing to formulate and promulgate modern, uniform, streamlined,
effective administrative institutions in special administrative - economic units as
the basis and create motivation for the formation and development of the
administrative – economic units in Vietnam in the coming time, the thesis
"Administrative institutions of special administrative-economic units in Vietnam"
has partially achieved the set objectives.
Firstly, the overview of the study on economic zones and free economic
zones shows the diversity and abundance of names as well as the model of
organization of economic zones such as Special Economic Zone; Free economic
zone, Open economic zone … and at the same time affirms the role of the Special
Economic Zone in contributing to the economic and social development of each
countries and territories.
Secondly, in order to clarify theoretical bases of the administrative institution
in special administrative- economic unit, thesis presents views, theoretical and
legal bases of the administrative institutions in special administrative - economic
unit such as: Concept, characteristics, composition, factors affecting ... of
administrative institutions in special administrative - economic units.
Thirdly, by analyzing the formation and development process of some
prominent economic zone’s models in the world and in Vietnam from the aspects
such as administrative institutions on organization and operation of mechanisms; ,
the specific policy of each economic zone, then draw experiensive lessons to
develop administrative institutions of the special administrative-economic unit in
Vietnam.
Fourthly, to make proposals and recommendations for the establishment and
promulgation of administrative institutions in special administrative - economic
units in Vietnam, aiming to set up a number of special administrative - economic
units to promote "geo-economy" benefits in economic, social, defense and security
development, and at the same time to test new policies in line with deeper and
broader international integration process. Specifically:
Firstly, the views of the Party and the State and the purpose of promulgating
administrative institutions in special administrative-economic units;
Secondly, the requirement for formulation and promulgation of
administrative institutions in special administrative-economic units must be
constitutional and legal; to ensure the comprehensive leadership of the Party; and
to ensure tightness, synchronism.

Thirdly, to propose the promulgation of administrative institutions in special
administrative-economic units in terms of the organizational structure, functions,
tasks and powers of the administration in special administrative-economic units;
The administrative institutions stipulates the working regime, the working
relationship, the mechanism for inspecting and supervising the operation of the
administration in the special administrative-economic unit;
Fourthly, administrative institutions shall specify specific mechanisms and
policies for state management in special administrative-economic units, such as
land and housing policies; policies on investment and tax incentives; financial,
monetary and banking policies; policy on labor, employment and social security;
policies on entry, exit, travel and residence; other specific policies ...
The National Assembly should soon enact the promulgation of the Law on
Special Administrative-Economic Units as it is an important legal basis for the
formation and development of special administrative-economic units in Vietnam.
The establishment some special administrative - economic units is not only aimed
at attracting investment capital and high quality human resources for fast and
sustainable socio-economic development but also the experimentation of new
policy for economic and social development before applying whole in the country.
In other words, each administrative - economic unit is a new "policy laboratory"
for the country’s economic and social development in the new period.
