Private tuition is a lucrative industry in Singapore, since many parents send their children for private
tuition after school. A straw poll by The Straits Times newspaper in 2008 found that out of 100 students
interviewed, only 3 students did not have any form of tuition. In 2010, the Shin Min Daily News
estimated that there were around 540 tuition centers offering private tuition in Singapore. Due to their
high demand, tuition centers are able to charge high fees for their services; they have an annual turnover
of SGD$110.6 million in 2005. However, this industry is largely unregulated. Though tuition centers
are required to be registered with the Ministry of Education, there is no such requirement for individual
private tutors.
Despite its pervasiveness, private tuition remains a controversial subject in Singapore. Students

generally attend tuition classes to improve their weak academic performance. Some parents send their
children to such tuition because they are worried that their child would lag behind in class because their
classmates have individual tuition themselves, or because they are worried that the teacher does not
completely cover the syllabus required for national examinations. Teachers and schools allegedly
encouraged weaker students to receive private tuition as well, though the Ministry of Education's official
stance is that "Teachers should not recommend tuition to students or parents as a form of learning
support". Some students who are doing well academically have been requested to have private tuition to
further improve on their grades.
On the other hand, some have criticized the over-reliance on private tuition, saying that students may
not pay attention during lessons as they are able to fall back on their tuition classes later. Students may
also be unable to find answers on their own, having relied on their tutors for answers during their school
years. Some tuition centers reportedly do schoolwork on their students' behalf. Others have also
criticized private tuition for taking up too much of students' free time. Due to the high cost of tuition,
there are concerns that low-income families were unable to send their children for such classes.
However, the government has partially subsidized private tuition at certain community bodies for
children from low-income families.
The official government stance on private tuition is that "it understands parents want the best for their
children and that it is their decision whether to engage tutors".

Tại Chương III, Điều 12. Quy trình đánh giá, xếp loại của Thông tư:
Quy trình đánh giá, xếp loại giáo viên theo Chuẩn được tiến hành trình tự theo các
bước:
Bước 1: Giáo viên tự đánh giá, xếp loại (theo mẫu phiếu tại Phụ lục 1)
Bước 2: Tổ chuyên môn đánh giá, xếp loại (theo mẫu phiếu tại Phụ lục 2 và 3)
Bước 3: Hiệu trưởng đánh giá, xếp loại giáo viên (theo mẫu phiếu tại Phụ lục 4);
kết quả được thông báo cho giáo viên, tổ chuyên môn và báo cáo lên cơ quan
quản lý cấp trên trực tiếp.
Tại Chương III, Điều 11, khoản 2a quy định:
a) Đạt chuẩn:
- Loại xuất sắc: Tất cả các tiêu chí đạt từ 3 điểm trở lên, trong đó phải có ít nhất
15 tiêu chí đạt 4 điểm và có tổng số điểm từ 90 đến 100.
Thực hiện đổi mới phương pháp kiểm tra, đánh giá môn tiếng Anh từ năm học
2014-2015 như thế nào:
* Nội dung: Kiểm tra đánh giá theo định hướng phát triển năng lực
* Hình thức: Kiểm tra bằng hỏi-đáp, kiểm tra viết, kiểm tra thực hành
* Bài kiểm tra: Gồm thường xuyên và định kỳ
- Thường xuyên: Bao gồm kiểm tra hỏi-đáp (kỹ năng Nói): tối thiểu 2 lần/học kỳ
và kiểm tra viết: tối thiểu 2 lần/học kỳ, mỗi lần không quá 15 phút.
- Định kỳ: Bao gồm kiểm tra viết từ 1 tiết trở lên, kiểm tra thực hành từ một tiết
trở lên và kiểm tra học kỳ.
+ Kiểm tra 1 tiết trở lên: 03 lần/học kỳ, bao gồm 02 bài kiểm tra viết và 01 bài
kiểm tra thực hành.
+ Kiểm tra học kỳ: Gồm phần kiểm tra viết và kiểm tra kỹ năng Nói.

Căn cứ vào những văn bản chỉ đạo nào:
- Cấp Bộ GDĐT: Văn bản số 5333/BGDĐT-GDTrH ngày 29.9.2014 của Bộ Giáo
dục và Đào tạo v/v triển khai kiểm tra đánh giá theo định hướng phát triển năng
lực môn tiếng Anh cấp trung học từ năm học 2014-2015.

- Cấp Sở SGDĐT: Văn bản số 1460/SGDĐT-GDTrH ngày 02.10.2014 của Sở
Giáo dục và Đào tạo Vĩnh Phúc v/v triển khai kiểm tra đánh giá theo định hướng
phát triển năng lực môn tiếng Anh bậc trung học từ năm học 2014-2015.
- Cấp Phòng GDĐT: Văn bản số 511/PGD&ĐT ngày 08.10.2014 của Phòng Giáo
dục và Đào tạo Tam Dương v/v kiểm tra đánh giá môn tiếng Anh bậc trung học từ
năm học 2014-2015.
