The UK participation in its preparation was entrusted by Technical Committee
CPL/34, Lamps and related equipment, to Subcommittee CPL/34/3, Auxiliaries
for lamps, which has the responsibility to:
—
aid enquirers to understand the text;
—
present to the responsible international/European committee any
enquiries on the interpretation, or proposals for change, and keep the
UK interests informed;
—
monitor related international and European developments and
promulgate them in the UK.
A list of organizations represented on this subcommittee can be obtained on
request to its secretary.
From 1 January 1997, all IEC publications have the number 60000 added to
the old number. For instance, IEC 27-1 has been renumbered as IEC 60027-1.
For a period of time during the change over from one numbering system to the
other, publications may contain identifiers from both systems.
Cross-references
Attention is drawn to the fact that CEN and CENELEC Standards normally
include an annex which lists normative references to international
publications with their corresponding European publications. The British
Standards which implement these international or European publications may
be found in the BSI Standards Catalogue under the section entitled
“International Standards Correspondence Index”, or by using the “Find”
facility of the BSI Standards Electronic Catalogue.
A British Standard does not purport to include all the necessary provisions of
a contract. Users of British Standards are responsible for their correct
application.
Compliance with a British Standard does not of itself confer immunity
from legal obligations.

INTRODUCTION
This first edition of IEC 61347-2-4, published in conjunction with IEC 61347-1, represents an
editorial review of section three of IEC 60924. The formatting into separately published parts
provides for ease of future amendments and revisions. Additional requirements will be added
as and when a need for them is recognized.
Licensed Copy: HKPOLYU Library, HK Polytechnic Univ, 10 March 2003, Uncontrolled Copy, (c) BSI
This standard, and the parts which make up IEC 61347-2, in referring to any of the clauses of
IEC 61347-1, specify the extent to which such a clause is applicable and the order in which the
tests are to be performed; they also include additional requirements, as necessary. All parts
which make up IEC 61347-2 are self-contained and, therefore, do not include references to
each other.
Where the requirements of any of the clauses of IEC 61347-1 are referred to in this standard
by the phrase “The requirements of clause n of IEC 61347-1 apply”, this phrase is interpreted
as meaning that all requirements of the clause in question of part 1 apply, except any which are
clearly inapplicable to the specific type of lamp controlgear covered by this particular part of
IEC 61347-2.

7.1
Marking
Mandatory markings
In accordance with the requirements of 7.2 of IEC 61347-1, ballasts shall be clearly and
durably marked with the following mandatory markings:
–
items a), b), e), f), k) and l) of 7.1 of IEC 61347-1, together with
–
the open-circuit voltage (for warning only, not to be tested).
7.2
Information to be provided, if applicable
Licensed Copy: HKPOLYU Library, HK Polytechnic Univ, 10 March 2003, Uncontrolled Copy, (c) BSI
In addition to the above mandatory markings, the following information, if applicable, shall be
given either on the ballast, or be made available in the manufacturer’s catalogue or similar:
–
items h), j), n) and i) of 7.1 of IEC 61347-1, together with
–
whether the ballast is proof against supply voltage polarity;
–
design voltage;
–
that the ballast is for general use only.
8
Protection against accidental contact with live parts
The requirements of clause 10 of IEC 61347-1 apply.
9
Terminals
The requirements of clause 8 of IEC 61347-1 apply.
10 Provisions for earthing
The requirements of clause 9 of IEC 61347-1 apply.
11 Moisture resistance and insulation
The requirements of clause 11 of IEC 61347-1 apply, with the exception of the 7 M9 insulation
resistance requirement for reinforced insulation.
12 Electric strength
The requirements of clause 12 of IEC 61347-1 apply.
13 Thermal endurance test for windings
The requirements of clause 13 of IEC 61347-1 are not applicable.

14 Pulse voltages
The ballast shall withstand without failure any pulses caused by switching other equipment on
the same circuit.
Compliance is checked by operating the ballast at the maximum voltage of the rated voltage
range in association with the appropriate number of lamps and in an ambient temperature of
25 °C. The ballast shall withstand without failure the number of pulse voltages specified in
table 1, superimposed with the same polarity on the supply voltage.

15 Abnormal conditions
Ballasts shall not impair safety when operated under abnormal conditions at the maximum
value of their rated voltage range.
Compliance is checked by the tests of 15.1 to 15.3.
15.1 Removal of lamp(s)
During operation of the ballast at the maximum value of its rated voltage range and in
association with an appropriate lamp(s), the lamp(s) shall be disconnected for 1 h from the
ballast without switching off the supply voltage.
15.2 Lamp fails to start (cathodes intact electrically)
With a resistor in place of each lamp cathode, the ballast shall be operated at the maximum
value of its rated voltage range for 1 h.
The resistor value to be used shall be derived from the value of the nominal running current of
the lamp prescribed in the relevant lamp data sheet of IEC 60081 and IEC 60901 and
substituted in the following equation:
R=
11,0
W
2,1´ I n
where
ln
is the nominal running current of the lamp.
For lamps not covered by IEC 60081 and IEC 60901, the values declared by the lamp
manufacturer shall be used.

Page 8
EN 61347−2−4:2001
15.3 Polarity reversal
When a ballast is declared to be proof against supply voltage polarity reversal it shall be
operated with reverse voltage for 1 h, at the maximum value of its rated voltage range with an
appropriate lamp(s).
At the end of the tests specified in 15.1, 15.2 and 15.3, the ballast shall show
–
that no live parts have become accessible;
–
that no breakdown of insulation to earth or accessible parts has occurred;
–
that the case temperature is below 200 °C.
Licensed Copy: HKPOLYU Library, HK Polytechnic Univ, 10 March 2003, Uncontrolled Copy, (c) BSI
To check that no live parts have become accessible, a test in accordance with clause 10 of
IEC 61347-1 shall be made.
To check the insulation, the electric strength test in accordance with clause 12 of IEC 61347-1
is repeated, but with the test voltage reduced to 75 % of the specified values.
To check whether the case temperature does not exceed 200 °C, the ballast shall be supported
by two wooden blocks 75 mm high, 10 mm thick and of a width equal to, or greater than, the
width of the ballast. The blocks shall be positioned with the extreme end of the ballast aligned
with the outer vertical sides of the blocks.
16 Fault conditions
The requirements of clause 14 of IEC 61347-1 apply.
17 Construction
The requirements of clause 15 of IEC 61347-1 are not applicable.
18 Creepage distances and clearances
The requirements of clause 16 of IEC 61347-1 apply.
19 Screws, current-carrying parts and connections
The requirements of clause 17 of IEC 61347-1 apply.
20 Resistance to heat, fire and tracking
The requirements of clause 18 of IEC 61347-1 apply, with the exception of the requirements for
tracking.
21 Resistance to corrosion
The requirements of clause 19 of IEC 61347-1 are not applicable.
