The UK will host the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow
on 31 October – 12 November 2021.
The COP26 summit will bring parties together to accelerate action towards the goals of the Paris Agreement and the UN Framework
Convention on Climate Change.

The UK is committed to working with all countries and joining forces with civil society, companies and people on the frontline of climate
change to inspire climate action ahead of COP26.

Securing a brighter future for our children and future generations requires countries to take urgent action at home and abroad to turn the tide on climate change. It is
with ambition, courage and collaboration as we approach the crucial COP26 summit in the UK that we can seize this moment together, so we can recover cleaner, rebuild
greener and restore our planet.

WHAT IS A COP?
A pivotal moment in the fight against climate change.



In November, the UK, together with our partners Italy, will host an event many believe to be the world’s
best last chance to get runaway climate change under control. 


COP26 is the 2021 United Nations climate change conference!



For nearly three decades the UN has been bringing together almost every country on earth for global climate summits – called COPs – which stands for
‘Conference of the Parties’. In that time climate change has gone from being a fringe issue to a global priority.



This year will be the 26th annual summit – giving it the name COP26. With the UK as President, COP26 takes place in Glasgow.



In the run up to COP26 the UK is working with every nation to reach agreement on how to tackle climate change. World leaders will arrive in Scotland,
alongside tens of thousands of negotiators, government representatives, businesses and citizens for twelve days of talks.



Not only is it a huge task but it is also not just yet another international summit. Most experts believe COP26 has a unique urgency. 


The importance of the Paris Agreement
COP21 took place in Paris in 2015. 

For the first time ever, something momentous happened: every country agreed to work together to limit global warming to well below 2 degrees and aim for 1.5

degrees, to adapt to the impacts of a changing climate and to make money available to deliver on these aims. 

The Paris Agreement was born. The commitment to aim for 1.5 degrees is important because every fraction of a degree of warming will result in the loss of many
more lives lost and livelihoods damaged.

Under the Paris Agreement, countries committed to bring forward national plans setting out how much they would reduce their emissions – known as Nationally
Determined Contributions, or ‘NDCs’. 

They agreed that every five years they would come back with an updated plan that would reflect their highest possible ambition at that time. 


COY16 – The 16th United Nations Climate Change Conference of Youth
Organised in collaboration with YOUNGO, The Official Youth Constituency of the United Nations Framework Convention on Climate Change (UNFCCC), it is one of the
largest entirely youth-led global youth climate conferences in the world.

The conference takes place from 28-31 October 2021, days before the annual United Nations Climate Change Conference, also known as Conference of the Parties,
in the same host country as the COP. 

COY serves as a space for capacity building and policy training, in order to prepare young people for their participation at COP and their life as local and
international Climate advocates. 

The Conference is organized by 7 Working Groups and Coordinators in 152 Countries whose main objective is to gather local Youth Statements and raise the voices
of the global youth to the United Nations decision making process. 

COY16 culminated in the Global Youth Position Statement, representing the views of over 40,000 young people worldwide. The statement was profiled at COP26 on
Youth & Public Empowerment Day.

Glasgow was chosen by the UK to host COP26 due to its experience, commitment to sustainability and world-class facilities.

The ‘Dear Green Place’ is the perfect place to host a sustainable and inclusive COP. It has set a target for carbon neutrality by 2030, aims to be one of the
greenest cities in Europe through its Sustainable Glasgow campaign, and is 4th in the world in the Global Destination Sustainability Index.

lt also has a proven track record of hosting events on the international stage, such as the 2014 Commonwealth Games and the 2018 Glasgow European
Gymnastic Championships.


Surrounded by the river, the city and its parks, the location will inspire attendees to tackle climate change and protect the planet for future generations.

Protecting the health of both the participants at COP26 and the local community of Glasgow is foremost in our minds as we plan the event and we continue to
explore all available options to achieve this.


COP26 GOALS
What do we need to achieve at COP26?

1. Secure global net zero by mid-century and keep 1.5 degrees within reach
Countries are being asked to come forward with ambitious 2030 emissions reductions targets that align with reaching net zero by the middle of the century.

To deliver on these stretching targets, countries will need to:






accelerate the phase-out of coal
curtail deforestation
speed up the switch to electric vehicles
encourage investment in renewables.

2. Adapt to protect communities and natural habitats
The climate is already changing and it will continue to change even as we reduce emissions, with devastating effects.


At COP26 we need to work together to enable and encourage countries affected by climate change to:




protect and restore ecosystems
build defences, warning systems and resilient infrastructure and agriculture to avoid loss of homes, livelihoods and even lives

3. Mobilise Finance

To deliver on our first two goals, developed countries must make good on their promise to mobilise at least $100bn in climate finance per year by 2020. 

International financial institutions must play their part and we need work towards unleashing the trillions in private and public sector finance required to secure global net zero.

4. Work together to deliver

We can only rise to the challenges of the climate crisis by working together.

At COP26 we must:




finalise the Paris Rulebook (the detailed rules that make the Paris Agreement operational)
accelerate action to tackle the climate crisis through collaboration between governments, businesses and civil society.

AN INCLUSIVE
COP26


A priority for the COP Presidency has been ensuring an in-person and inclusive summit, because we believe that is essential to
success at COP26 and delivering for our planet.

Whilst COVID-19 continues to present huge challenges across the world, tackling the climate crisis cannot wait. Which is why the UK Government, as hosts of COP26, are working
tirelessly with all our partners, including the Scottish Government and the UN, to deliver a safe and inclusive summit.
We are implementing a comprehensive set of COVID-19 mitigation measures to keep the summit as safe as possible for all those involved. We have consulted with chief medical
officers alongside public health and clinical leads across England and Scotland to inform the approach of the package of measures we have in place.

Vaccines

• The safest way for COP26 to happen in person is for everyone attending to be fully vaccinated against COVID-19. Full vaccination is strongly encouraged for all those
attending COP.

• The UK and Scottish Governments have both amended legislation; uniquely for COP26 we will recognise all COVID-19 vaccines and all vaccination programmes. That includes
at our borders. 

• We recognise that COVID-19 vaccines are not readily available in all countries, and so ran a programme (entries for which have now closed), alongside our partners at the UN, to
deliver vaccines to those who would otherwise have been unable to get one in their home country.


Travel & Quarantine


In order to enable the attendance of all UNFCCC Registered COP Attendees, we have ensured that there will be COP-specific arrangements for the COVID
Travel Regime people will encounter as they enter England and Scotland. 

For those who have not been in red list countries or territories in the 10-days immediately prior to their arrival into the UK there is no quarantine requirement;
for those that have there is a:




reduced quarantine period of 5 days for fully vaccinated registered attendees, unique to COP26;
requirement for unvaccinated individuals, and those who have not shared their vaccination status, to quarantine for the standard 10 days. 


Travel & Quarantine
The UK Government will fund all required managed quarantine service (MQS) stays for UNFCCC Registered COP Attendees (vaccinated or unvaccinated) who would otherwise find it
difficult to attend COP26, including those from the Global South and observer, non-state actors, media and representatives of international organisations. If in doubt, check with the UK
Embassy or High Commission in the country you are based in. The UK Government will also cover the costs of any attendees that test positive during the managed quarantine period
and are required to extend their stay by a further 10 days.

There is a bespoke booking process in place for registered attendees that meet the funding criteria. To book an MQS package, attendees must be registered and have confirmed
their vaccination status on the UNFCCC portal. Once you have registered, complete this form: COP26 MQS Booking Request to book your managed quarantine stay. 

•Detailed guidance on MQS, including the MQS booking process for those not eligible for UK Government funding, can be found on the Delegates page of the COP26 website.
The quarantine package includes transport from the point of arrival in England or Scotland to the hotel, accommodation, three meals each day, any COVID-19 testing required during
the stay and transport back to point of arrival after the quarantine period is completed.

Mobilise finance.

To achieve our climate goals, every company, every financial firm, every bank, insurer and investor will need to change. 
Countries need to manage the increasing impacts of climate change on their citizens’ lives and they need the funding to do it.

The scale and speed of the changes we need to make will require all forms of finance: 
Public finance for the development of infrastructure we need to transition to a greener and more climate-resilient economy.
Private finance to fund technology and innovation, and to help turn the billions of public money into trillions of total climate investment.


Support for developing countries
Developing countries in particular need support. Developed countries must deliver on their promise to mobilise $100 billion every year in climate finance to
support developing countries. This must include building new markets for adaptation and mitigation and improving the quantity, quality and access to finance to
support communities around the world to take action on the changing climate. 
The OECD estimates that $79.6 billion of climate finance was mobilised in 2019. The UK is doubling our International Climate Finance commitment to help
developing nations with £11.6 billion over the next five years up to 2025/2026. We want as many countries as possible to follow our lead and increase their
commitments through to 2025.

Ahead of COP26, COP26 President-Designate Alok Sharma asked Jonathan Wilkinson, Canada’s Minister of Environment and Climate Change and Jochen Flasbarth,
Germany´s State Secretary at the Ministry for Environment, Nature Conservation and Nuclear Safety, to work together to produce a Delivery Plan on the $100
billion commitment, to demonstrate how and when developed countries will deliver on their promise. This was published on 25 October 2021, alongside a
technical report from the OECD. The Presidency has also published a list of developed country commitments.

Together for our Planet – the UK’s year of climate action.
We cannot afford to wait to act against the threat of climate change. We must work together toA protect our planet and people and ensure a greener, more resilient future for us all.

The UK will host the UN Climate Change Conference COP26 with our partners Italy in November 2021 to bring together world leaders to commit to urgent global climate action.

But each of us has a part to play. That’s why, in the run up to the summit, we’ll be working closely with businesses, civil society groups, schools and people across the UK as part of our
conversation on tackling climate change.

#OneStepGreener will showcase how people from all over the UK are already doing their bit on climate change, from the engineers working on the offshore wind farms now powering
our homes and businesses, to local initiatives encouraging children and parents to walk to school.

We want to celebrate them and inspire more to join them. Our intention is to create a mass movement of green steps across the country in the lead up to COP26, showing how small
actions culminate in large collective action.
